The Trader's can be built during the reconstruction of Pribyslavitz during the DLC From the Ashes. It is one of the most important buildings in Pribyslavitz because it unlocks the option to buy resources for your town. You will first need to build the Woodcutter's camp and then the Bridge and Road in order to construct it.
Originally, the Merchant runs the store, along with Harridan and guard Malis.
